Situated at the extreme edge of North-eastern India, Manipur has two distinct areas of central valleys and surrounding hills. The state’s industries have so far been unable to keep pace with the rapid growth of population and to deal with the rising problems of unemployment.

However, there are as many as 7700 small-scale industries that are located in the state, some of which like handlooms, village industries, cottage industries and handicrafts have made a positive impact on the economy. Further, endowed with great natural beauty and a rich culture encompassing all aspects such as sculpture, martial arts, theatre and dance, the tourism industry in Manipur is on a constant rise.

Rajiv Gandhi Udyami Mitra Yojana (RGUMY): The objective of Rajiv Gandhi Udyami Mitra Yojana (RGUMY) is to provide handholding support and assistance to the potential first generation entrepreneurs, who have already successfully completed EDP/SDP/ESDP or vocational training from ITIs, through the selected lead agencies i.e. ‘Udyami Mitras’, in the establishment and management of the new enterprise, in dealing with various procedural and legal hurdles and in completion of various formalities required for setting up and running of the enterprise.

District industries Centre Schemes: The District Industries Centre is the institution at the District level, which provides all the services and support facilities to the entrepreneur for setting up Micro, Small and Medium Enterprises. This included identification of suitable schemes, preparation of feasibility reports, arrangements for credit facilities, machinery and equipments, provision of raw materials and development of industrial clusters etc.

Prime Minister’s Employment Generation Programme: 25% subsidy for entrepreneurs of urban area, 35% subsidy for entrepreneurs of rural area, 5% of project cost as beneficiaries’ contribution & balance 95% loan from banks is provided to the educated unemployed youth.

NSIC: National Small Industries Corporation Ltd. provides training to entrepreneurs to develop skills for setting up of industry and to improve their marketing skills Through the Demonstration-cum-Training Centre, Guwahati, Common facility is provided for Mechanical Engineering and Soft Leather Luggage manufacturing.

Schemes by NSIC (National Small Industries Corporation):

1. Composite Term Loan Scheme
Making available loans to tiny units wherein loan up to Rs. 25 lakhs are provided for Land & Building, Machinery & Equipment and Working Capital. The scheme has recently been launched for first generation entrepreneurs and the entrepreneurs who are unable to provide security against the assistance, Credit Guarantee Fund Trust provides guarantee cover against certain fees i.e. 2.5% of the loan amount initially and 1% annually for unpaid amount.

2. Preparation of Project Reports:
NSIC in association with Small Industries Service Institutes (SISI) and District Industries Centres located in different States/Districts of North Eastern Region can prepare project reports for use by the small scale units preferably tiny units based on the demand/market or resources like local raw materials or agricultural or horticultural surpluses available. Wherever necessary services of qualified consultant firms of Chartered Accountants and Engineers can be taken to formulate product/service specific project reports

3. Hire Purchase Scheme: To provide finance for procurement machinery & equipment to the entrepreneurs on hired basis for five years & ownership is transferred thereafter

4. Bill Financing Scheme: To provide finance by way of Discounting of bills, which help entrepreneurs to overcome block-up of capital due to delay in payment of bills

AMEA: All Manipur Entrepreneurs’ Association (AMEA), a state level organization having jurisdiction of entire Manipur is working in various entrepreneurial development and promotional activities ranging from imparting training, awareness programmes, organizing workshops/seminars industrial exhibitions, conferences, etc.

MSME-DI: MSME Development Institute: As part of its regular activity, the institute conducts Entrepreneurship Development Programme, Skill Development Programme, Management development programme with a focus on developing and sharpening the entrepreneurial, managerial and technical skills of the existing or prospective entrepreneurs.
